Report an Incident (Discriminatory Harassment and Sexual Misconduct)

Anyone may report an incident of discriminatory harassment or sexual misconduct to the IG, including students, employees, and visitors through the options listed below. Reports should include all available information about the incident and identify the individuals involved. Please see the “Reporting Basics” section below for more information. 

All VMI employees are responsible employees and required to report all information regarding incidents in potential violation of General Order 16, Discrimination, Harassment, and Sexual Misconduct, with the exception of those identified as Confidential Resources (Center for Cadet Counseling staff, Infirmary staff, and Institute Chaplains). Reports by employees fulfilling this obligation may be made through the reporting options listed above, and should include the names of the individuals involved and a description of the incident, including dates, times, and locations, if known.


Reporting Basics

A report is information that the IG/Title IX Office receives directly from an individual who has been harmed, or from a third party such as a responsible employee, about alleged discrimination, harassment, sexual misconduct, or retaliation. 

Harassment, including sexual harassment, involved unwanted conduct directed towards a person based on their protected status as identified in General Order 16. 
Sexual misconduct is an umbrella term that covers sexual assault, sexual violence, dating violence, domestic violence, sexual exploitation, non-consensual relationships, stalking and other forms of sexual misconduct. and related retaliation.

A report may, but does not necessarily, lead to the initiation of a formal complaint process by the individual who experienced the harm directly also known as the complainant.

Upon receipt of a report of alleged discrimination, harassment, sexual misconduct, or retaliation, the IG/Title IX Office will contact the individual who is described as having experienced the harm to provide them with information about supportive measures, resources, and options for filing a formal complaint. 

The individual is not required to respond to outreach by the Title IX Office. 

Individuals do not have to file formal complaints to receive supportive measures and resources through Title IX.  

Individuals are entitled to have a supportive person with them at any meetings and proceedings with Title IX.

Reports may be made anonymously through the online reporting form by omitting the reporting individual’s name, or by voicemail at 540-464-7702. No one will answer the phone, and the calling party’s number is NOT displayed.

The IG will attempt to investigate all anonymous reports; however, sufficient information must be reported in order to conduct a meaningful and fair investigation and resolution. 

If you believe you have experienced a crime, witnessed a crime, or believe a crime has been committed against you or someone in the VMI Community, please contact VMI Police immediately.

The IG can assist victims with reporting to law enforcement when requested.

Pursuant to Virginia Code § 23.1-806 Reporting of acts of sexual violence. If a report alleges sexual violence, the IG/Title IX Coordinator or designee shall convene the Sexual Violence Review Committee (which is made up of the Chief of the VMI Police department, the Commandant, and the Title IX Coordinator, or their designees) to determine if the report with identifying information should be sent to appropriate law enforcement. If a disclosure to law enforcement or the Commonwealth is deemed necessary, the IG/Title IX Office will notify the complainant.

Report Fraud, Waste, and Abuse

All VMI employees are obligated to report instances of fraud, waste, and abuse. Reports should be made to management.

Employees who are uncomfortable reporting to management are encouraged to report through the Office of the State Inspector General's Fraud, Waste, and Abuse Hotline. All reports are confidential. When reporting through the hotline, you will be interviewed by a professional. Provide names, dates, times, amounts, circumstances, witnesses, etc.

The Institute encourages employees to make reports for all other concerns to the Institute official with the authority to address the matter.

Individuals who are uncomfortable doing so are encouraged to report their concerns to the IG.
