Payroll Technician - Comptroller's Office

Virginia Military Institute is accepting applications for a full-time employee to serve as a Payroll Technician working in the Comptroller’s Office, reporting to the Payroll Manager.  The successful candidate will assist with processing semi-monthly payrolls, reconciling health care and retirement contributions; taxation of international employees, cadets, and visitors; taxation of out-of-state employees; quarterly and annual reports, and electronic filing of employee records.  The Payroll Technician will work collaboratively with the offices of Human Resources, Accounts Payable, and Student Accounting.

Essential Responsibilities and Duties:

  • Review and enter hourly timesheets, overtime, and straight time payments.
  • Process employee tax and direct deposit forms.
  • Compute and enter pay period adjustments for employee pay and benefits.
  • Verify the accuracy of completed forms and payroll entries, ensuring that authorized deductions are withheld from employees’ pay and remitted to the proper agencies/vendors in a timely manner.  Prepare journal entries for electronic payments.
  • Reconcile health care and submit monthly and quarterly reports to the state Department of Human Resources Management.
  • Prepare nonresident alien (NRA) tax analyses for employees, cadets, and visitors using International Tax Navigator software.  Assist departments with NRS tax related questions, remit federal withholdings, and file annual 1042-S tax returns.
  • Establish state withholding and unemployment accounts for out-of-state employees and submit required quarterly and annual reports.
  • Move pay and benefit documents to employee electronic files at the end of each pay period.
  • Must maintain high level of confidentiality and security of payroll records.

Minimum Qualifications:

  • High school diploma
  • Office experience with good computer and mathematical skills; proficient in Microsoft Excel, Word, Outlook, and Adobe.
  • Exceptional interpersonal skills with a strong team orientation
  • Excellent written and oral communication skills
  • Excellent time management, organizational, and analytical skills with attention to details
  • Ability to multitask and meet constant deadlines

Preferred Qualifications:

  • Experience in payroll processing and bookkeeping
  • Knowledge of Internal Revenue Code, Regulations, and Rulings regarding income subject to inclusion in gross income, withholding, tax deposits and payment, and wage and tax reporting requirements.
  • Working knowledge of payroll best practices including compliance, federal, and state regulations.
